Adopted Impact Fees for the City of Portland
EFFECTIVE DATE OF IMPACT FEES: NOVEMBER 2, 2021
Under Ordinance 2249, the City of Portland established Roadway, Water, Wastewater, and Drainage Impact Fees. An impact fee is a charge or assessment on new development that generates revenue for funding or recouping a portion of the costs of capital improvements or facility expansions attributable to the new development. Impact Fees do not replace platting obligations for public improvements required by City Code, although participation in certain area-related facilities identified on impact fee Capital Improvement Plans may receive credits against Impact Fees owed.
ROADWAY IMPACT FEES are based on projected traffic generation, land use type, Collection Tiers, and Roadway Service Areas. Roadway Impact Fees only apply to development within the city limits of Portland. WATER AND WASTEWATER IMPACT FEES are based on the size of the water meter. Water fees are assessed for both domestic and irrigation meters, and wastewater fees are assessed for domestic meters only. Water and Wastewater Impact Fees apply to development in both the exterritorial jurisdiction and city limits of Portland and are based on Collection Tiers. DRAINAGE IMPACT FEES are based on the square footage of impervious coverage associated with new development in particular watersheds. Currently, Drainage Impact Fees apply to development within the Doyle Watershed. See Drainage Service Area Impact Fee Map in Schedule 1 of Ordinance 2249.
FOR DEVELOPMENTS THAT RECEIVED FINAL PLAT APPROVAL BEFORE NOVEMBER 1, 2021: Impact Fees will not be collected on any building permit issued before November 1, 2022. Any building permits issued after November 1, 2022 will be subject to the collection of Impact Fees.
APPLICABLE IMPACT FEES ARE COLLECTED AT TIME OF BUILDING PERMIT.
